However, the grave needs restoration and it was found that the Council still bears responsibility for its upkeep.James Russell Thomson had been a generous benefactor to the City but as a bachelor, he had no descendants to care for his grave, which had fallen into disrepair. In 1998 he oversaw the amalgamation of the University with two Tafe institutions, which created the only multi-sectorial regional university in Australia. Professor James was a formal Ballarat City Councillor, the Chairman of the Ballarat Foundation from 2001 to 2008. He was also the recipient of the Centenary Medal in 2003 – an award created by the Centenary of Federation, which recognises the achievements of a cross-section of the Australian community, by honouring people who have contributed to society of government in Australia. Callow, F.J ...The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. Callow, , James H, Davey, and an artist's impression of the Ballarat Civic Hall. Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Unveiled by Ballarat Mayor Councillor Samantha McIntosh on 8 ...This depiction of Major George Devine Treloar (1884-1980) by artist Lis Johnson was commissioned by the George Devine Treloar Memorial Committee an initiative of Merimna Kynon of Oceania, Central Portian Pontion Association of Melbourne and Victoria Pontiaki Estiaâ and the City of Ballarat. Treloar was appointed as the League of Nations Commissioner for Refugees in Greece in 1922 where he worked to provide food, aid and comfort to what would eventually total over 100,000 refugees from the collapsing Ottoman Empire. This memorial grew from the desire of the descendants of refugees to honour his memory and his humanitarian work. Unveiled by Ballarat Mayor Councillor Samantha McIntosh on 8 September 2019 His glory lies not in the earth, but in the hearts of men (After Thucydides, 460-395 BCE) Back: Ballarat’s George Devine Treloar – Soldier and Refugee Helper Born in 1884, George Devine Treloar the son of Jane and Thomas Treloar, grew up in Ballarat attending St Patrick’s College. Treloar began his military career by joining the British Army during WWI and transferred to the elite Coldstream Guards where his bravery earnt him the Distinguished Service Order and Military Cross. Treloar was appointed as the League of Nations Commissioner for Refugees in Greece in 1922 where he worked tirelessly – with his wife and family – to provide food, aid and comfort to what would eventually total over 100,000 refugees from the collapsing Ottoman Empire. Based in the town of Komotini and then Thessaloniki, he created new villages to accommodate refugees. For his efforts Treloar would earn the praises of those he had helped. One of the new towns he had helped create was named in his honor – Thrylorion. He was awarded the Greek Gold Cross of the Order of the Redeemer in 1923. This memorial grew from the desire of the descendants of refugees assisted by Major George Devine Treloar in Greece to honor his memory. Without his help their ancestors would not have survived, making their way from across the former Ottoman Empire, from Pontus and Asia Minor to Australia. In Bill... passes that were provided to the City of Ballarat Councillors ...Yields information about a system of tram passes that were provided to the City of Ballarat Councillors in 1960 and has a strong association with the Councillors himself.Stamped brass badge or pass for free travel on the Ballarat Tramways for the year 1906. Stamped to give the words "Ballarat Electric Trams 1906" on the outer edge of the Badge and then stamped out to give the letters 'B E T" on the inside of the badge. On the top of the badge, a hole has been provided and a steel ring fitted. On the rear of the badge has the letters "CR. D. Hughes" stamped on the top of the badge and on the bottom the manufacturer's name "Stokes" in a reverse stamp. Indicates badge issued to Councillor D. Hughes for the year 1906. A similar badge was sold on ebay for $US 49.95 December 2007 - paperwork on file. Images on file - images i3 and i4. Was issued to Councillor C. R. Brokenshire. E-mail from Alan Bradley, re additional item 29/1/2012 - See Reg Item - The Electric Supply Co issued the passes to councillors of the City of Ballaarat for free tram rides. I don't know whether passes also went to Ballarat East and Sebastopol councillors as well. In Bill Scott's "Last tram at 11" on page 41 is a 1912 poem 'The councillor's farewell to his tramway pass". The ESCo tried a few economy measures at that time. Passes for councillors were withdrawn in 1912, as were free passes for employees "owing to our financial position". Employees were still allowed on free in uniform, but charged one-third of fare when off duty. In 1913 one-man operation came in." For another example see Reg item 5239. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. He was born at Durham Lead on 1 August 1878 and was a former student of the Ballarat School of Mines. Baragwanath was president of the Royal society of Victoria (1943-44) and a councillor of the Ballarat School of Mines (1916-1950). After Baragwanath's death on 20 September 1966 the Department of Minerals and Energy (Geological Survey division) donated a number of Baragwanath's items to the Ballarat School of Mines, including this collection. It was resolved that in the event of the Department of Forestry offering 250 pounds per annum for the instruction of their students at Creswick in Chemistry, Botany, Physics and Surveying that it be accepted ..." lined pages. 26 November 1909 "..It was decided to accept with thanks an offer of a flagpole and flag made by Mr W.
